With the educational informatization and the development of specialization of teachers, teachers need improve their ability of specialization. All sorts and degrees of teacher trains and education lie in improving teachers'specialization capability to help the development of specialization. The effective study of teachers is the key to promote teachers'education and training. The research is aimed at effective study, seeking for the criterion of effective study under network environment in the training of teachers, and digging the model and strategy of effective study in network environment to provide opinions, experience and plans for teachers'study used for reference and to make reference for the effectiveness of the teachers'training with network environment theoretically and practically.The paper consists of seven chapters. The first and second chapters simply present the background, research purpose and aims of the writing this paper. It makes a list of the progress that has been made and the lack of teachers'effective study in network environment. Besides, it shows that middle school teachers'effective study in network environment is the key to improve the quality of training and improve the development and specialization. Based on this, the paper focuses on its problems, directions, trains of thought and methods to research into.The third chapter, by means of research, observing the teachers'effective study under network environment in the eyes of teachers can help us understand the knowing of effective study of primary and secondary school teachers, and also the main characteristics and problems to find out"thinking and trying is too much, while practice and transferring is not enough, which stays dead"is the key problem. Therefore, the research should be combined with practice to solve the problem fully.The fourth chapter, based on the theory, experience and research, the model framework of effective study strategies to solve the problems are designed. It contains the definition, the model framework, the standard system and the"three states"conversion of effective study with network environment. It also includes the solutions to these key problems in web-based learning of primary and secondary school teachers. The fifth chapter is the process and result of strategies on how to solve problems. The emphasis is to confirm design strategies by the data from investigation and the network platform, and to adjust it to improve actually availability of it.The sixth chapter is about summary and promotion on experience and conclusion. It makes the frame model of web-based effective learning a system, and also it forms the strategy structure of web-based effective learning in primary and middle school, meanwhile, it gives some related advice on utilization.The seventh is the feedback of research and the brief introduction about the leanness of the exploration.
