The policy of entering secondary school nearby without entrance exam (PESSNWEE) was significant but many problems occurred during its performance, which needed to be researched urgently. The thesis focuses on the city of Xinxiang in order to probe into the current executive conditions and its causes and put forward some suggestions and measures to ameliorate and promote the innovation of enrollment policy, simultaneously it offers some advice for the administration to adjust and develop the policy of compulsory education.The author collects some policy information applying the method of poll and interview in light of the two criteria for policy analysis-cost and effectiveness. The following are some results from the study.(1) In the aspect of policy cost a certain amount of person power, material and fiance was invested by the administration of Xinxiang, which basically guaranteed the normal enforcement of PESSNWEE. But there are still some problems: lack of executive personnel; no improvement in the poor-equipped middle school; imperfect information feedback; impotent control of policy.(2) In the aspect of policy effectiveness, the author firstly analyses the aim of PESSNWEE, and finds that it is appropriate, just and flexible. Then the author makes a thorough analysis on the effect of PESSNWEE and discovers that in Xinxiang some achievements have been obtained in the field of education such as further execution of the system of grading starting up and administrating schools, reduction of homework burden on pupils. At the same time, some new problems come about for example, school-selection from the public middle school are notable, the burden on junior middle school students has been increased, and people show different attitudes towards this policy. What's more, the author also makes a brief analysis on the causes of these problems.In the second part, the researcher offers some solutions to these problems, that is to shift ideological conception, to perfect policy and deepen education innovation.
