Today higher education fast-developing, especially with the accession to the WTO and internationalization of educational industry of China, if universities want to develop, we must take the effect in the thought of running a school, and in building of contingent, etc. And people are the basic strength of creating value, so retain staff and giving play to enthusiasm and creativity of the teacher are the key point that the university succeeds. The construction of teacher's incentive mechanism is regarded as a respect of manpower resources management, has become the problem that the university can't ignore. How does the university arouse teachers' enthusiasm and energy? How to retain staff, attract talents, make sure "brings into full play each one's ability"? How can form post ready to accept a higher or a lower post, treatment can high low dynamic new system? These are questions that a lot of universities are probing into.This text attempts to start with current situation and development and change of the incentive mechanism at present of university, study, explore suitable higher educational development and to practical operation with certain directive significance incentive mechanism of university. The article has analyzed current situation of university's incentive mechanism and existing problem now at first; Secondly, it introduces the domestic and international motivational theory in detail; Third, according to analysis on motivational theory, it get the conclusion that university must setup incentive mechanism of university teacher combining material encourage with spirit encourage; Fourth, it constructs the respect in teacher's incentive mechanism, and direct against the question that it exists at present, put forward the opinions and suggestions of establishing the incentive mechanism, design and construct and happen principle and model of teacher's incentive mechanism system. Having introduced the professional institute of Heilongjiang public security policemen under the guidance of "human-oriented" management thought in recent years at the end of the thesis, implement work and effect made that humanized management make, confirm, carry ? on people validity of management this to university from practice.
