With the rapid development of " Informationization of education Program" and " Campus Communication Program " in our country. Informationization brings education challenges and opportunities. Meanwhile, it has incurred great changes in world education. Education Technology has become a key to deepen the education reform, especially the application of Information Technology in education has quickened the pace of Informationization of education. Whether Information Technology Education can promote the development of education relies on the teachers. The level of Information Technology Literacy of the teachers is indispensable to a good teacher and has therefore become a hot issue in our current issue.Since Information Technology in our country arises relatively late and has not yet enjoyed a sufficient development, there lacks a clear recognition of meaning of Information Technology Literacy of the Teachers as well as a unified standard of Information Technology Literacy of the Teachers. In such cases, a thorough investigation of Information Technology Literacy of the Teachers in Primary and Secondary Schools provides foundation and reference for establishing a unified standard. Moreover, this study will contribute to improve the recognization of Information Technology Literacy of the Teachers in Primary and Secondary Schools, and promote the smooth development of Informationization of education.The thesis covers six sections: section one is the preface which mainly consists of the background, content, significance and techniques of the study as well as the status quo of domestic and foreign studies. Section two forms the theoretical basis, which is roughly made up of Constructivism Learning, Dominant-main body Teaching Theory, Performance Theory and Information Process Theory. Section three is about the definitions of relevant concepts in Information Technology Literacy of the Teachers in Primary and Secondary Schools, which covers definitions of concepts, the definition of Information Technology Literacy of the Teachers and concept of Information Technology Literacy of the Teachers in Primary and Secondary Schools. Section four focuses on the investigates and analyses of the status quo of Information Technology Literacy of the Teachers in Primary and Secondary Schools,and finds out the problems of Information Technology Literacy of the Teachers in Primary and Secondary Schools. Section five is the main point of the paper, which primarily expatiates ways to strengthen the building of Information Technology Literacy of the Teachers in Primary and Secondary Schools. Section six is the conclusion, which is divided into research achievements, shortcomings and expectations.
