New information and communication technology is undoubtedly the most effective means of rapidly distributing knowledge and information, the core of education, to educationally poor and starved Communities and countries. It is also a tool to alleviate poverty. This makes it a major tool in making changes of content and methodology in education swiftly. In this regard the changes can be made to meet changing educational and training needs to respond to globalisation and the knowledge driven society. New information and communication technology as a tool in education is not only necessary but also indispensable to respond to present and future needs as shown in this study.The research focused on the potential application of new information and communication technology for the development of quality rural basic education in developing countries. This was carried out in Chang Shu Primary Schools. The purpose of the study was to find out the potential benefit of NICT in teaching and learning, the purpose of using NICT by teachers and students. The obstacles that hinder the effective use of NICT by teachers and students and possible recommendations are discussed. The implications of the study to Nigeria and other developing countries were fully addressed in this thesis.
