Innovative talents are urgently needed in the Knowledge-Economy Age. The S.T.H.E.E ( the Self-Taught Higher Education Examination )should pay attention to innovative ability if it want to bring itself into play in the Education System. As a kind of Education Examination System, in order to fulfill its function, the direct and most effective way of the S.T.H.E.E is to encourage and guide the examinees to innovate. In order to examine the innovation ability of the examinees prominently, the S.T.H.E.E should improve the item writing's guiding ideology, test objectives, test substance, item type choice, item writing techniques and scoring formula. Meanwhile, we should decrease the limitations of the traditional item writing pattern, and to set "core curricula synthetic examination" will be an effective measure.
