For Better Efficiency

To probe the ways of raising the Efficiency of the Local Educational Administration (ELEA), it is necessary to have a relatively thorough comprehension and analysis of the Administrative Efficiency (AE), the Efficiency of the Educational Administration (EEA) as well as the peculiarity of the Local Educational Administration (LEA). So this thesis is constructed as follows.ection I briefly presents the history and current situation of the AE study. The study on the AE, which has a history of about 100 years, can be roughly divided into 3 stages, with mechanical efficiency, social efficiency and standard efficiency as its study subjects respectively. At present, the study to be characterized by the subject has been turned to specific administration department, the publicity of AE, and the pursuit of quality priority.Section II deals with the EEA. The educational administration organization is an open social system; accordingly, it' s better to study its efficiency systematically. What the EEA shows is the ratio between the results and the investment of the educational administration, with internal efficiency, integral efficiency and external efficiency as its forms. To raise the EEA, we must administrate according to laws and other principles.Section III analyses the LEA and the factors influencing its efficiency, finds the breakthrough for raising the ELEA. The LEA system has 2 subsets, one is static, and the other, dynamic. The study on the factors influencing the ELEA can go on the internal, external and medium factors.Section IV probes the ways for better ELEA. As the core and gist of the whole thesis, this part probes the strategiesand methods for better ELEA on the following six layers: (1) Optimizing the organization framework; (2)Establishing the leaders' authority; (2)Raising the quality of the staff; (3) strengthening the operating mechanisms; (5) Improving the administrative environment; (6)Applying technical means.
