Worrying about the present situation of the construction of Chinese teaching material in vocational institute with starting from analyzing the very reason, this paper tries to make a total discussion on above-mentioned formation by expounding position-setting, material-selecting and arranging. First of all, based on the theory of * Total Development of Human being " and the theory of " Sustainable Development of Human Being" , this article enumerates the history and current situation that native language education has been listed in the field of general education by common higher college in and out of China. Basic function of Chinese education in higher institute is determined as strengthening human culture attainment, exploiting human resource and raising professional capability. Secondly, it discusses the topic of material selecting from three aspects, which are basis, content, and feature. The author's viewpoint is that the four principles from Basic Tenet of Curriculum & Teach which is written by Tyler should be considered as chief foundation in choosing material while regarding the fitness to student' s characteristics , the closeness to social life and the limitation of course time. Ascertainment of literature analysis for the first choice is proved by the circumstances below: it plays a important role in human culture attainment, it advantageously increases the intelligential abilities of observation, remembrance, thinking, imagination and operation, it beneficially improves the psychological capabilities of emotion,concentration, will, self -judgment and adjustment, it heightens student's capabilities of realization of daily life and adaptation of vocational life and it significantly effects personal accomplishment of communication in modern society either. In accordance to the request that graduates from higher institute must have the acclimatization to their career, courses like practical document writing and lecture & eloquence should be gathered in the category of obligatory subject. Possibly the introduction of the basic knowledge related to literature theory, literature criticism, literature history, linguistics, Chinese literature, rule and forms of classical language and word and calligraphy should be carried out. At last, formative process of teaching material could be established mainly through the training of Chinese operation ability by manipulating setting constitution as frame and organizing definition of multiple outlines and essences.The valuable achievement for reference of building Chinese teaching book in vocational institute of this paper results from study on document, history, comparison and investigation.
