As the most fundamental element of Chinese high vocational education, the teaching material construction of Chinese High Vocational Education is the center manifestation of education idea, teaching content and method. It is the basic assurance of cultivating eligible talented person with skills and application ability, and is an importantly essential construction of Chinese high vocational education for the following period. Based on the author's self experience and research in the higher education for years, this dissertation clears up the current situation of Chinese high vocational education through scientific and practically analysis on plentiful detailed research data. It works over the establishment of a high vocational education material evaluation system according to the talent educating object and strengthens the guidance for the teaching material construction of high vocational education. In the light of the successful experience of the teaching material construction in developed regions and countries, the paper tries to reveal the radical characters of the teaching material construction in Chinese high vocational education from diverse viewpoints. From both the macroscopical system building of high vocational education teaching material construction and microcosmic measurement and construction mechanism of Chinese high vocational institute, the related issues and problems have been studied as well.One reason for using scientific and feasible researching method to study the current situation of high vocational teaching material is to provide support on the content design of the teaching material evaluation criterion system for pertinence. The other is to summarize the result and gather experience for reference. Based on the educating and teaching theory and closely linked with requirement of the new period high vocational teaching material construction, the author brings forward the new teaching material programming idea, which is especially aimed at the existed key problems in the high vocational teaching material construction. It explores the new model for the high vocational teaching material construction and form a favorable policy safeguard and promoting mechanism with strategies and suggestions close to the point.The study on foundation of the teaching material evaluation criterion system according to the talent educating object of high vocational education, the reinforcement of the macroscopical guidance for the teaching material construction and lead towards science, institutionalizing and standardization along with filling up the blank in the teaching material evaluation criterion system of China appears urgent. The paper conforms to the education evaluation theory, respects the attributes and characters of the high vocational teaching material combined with the practice of the teaching material construction and establishes the teaching material evaluation criterion system, which effectively realize the function to examine the quality of various sectors in the high vocational teaching material ranging from programming, compiling, checking, binding and teaching effect. To show the applicability, pertinence, operation and favorable effect and credibility is the magnificent innovational feature.From the point of teaching theory, learning theory and course theory, the paper studies and enriches the theory researching fruit of the high vocational teaching material construction in and abroad and make a systematic analysis and study on the Chinese high vocational teaching material construction. Using the researching fruit of the developed countries for reference and integrating the basic experience from domestic teaching material construction, through exploring the course system reform of Chinese high vocational education , it searches for the new construction concept to make the pertinence, application, and practice as the key of the teaching material construction, redresses the student knowledge ability structure and shows the new demand for the talent cultivating of the development of society, economy, technology in the new era.
