The quality of education is the fundamental of higher education, and instructional reform is the core one of all reforms in higher education. In order to motivate the instructional reform and enhance the quality of education ,the department of education in China has evaluated and rewarded the study performance in instructional practice of educators in higher learning instructions since 1989.This means has pushed enormously the process of the instructional reform in higher learning institutions and enhanced the quality of higher education. However, evaluating and rewarding the excellent study performance of educators in higher learning institutions still depends on the qualitative evaluation by the expert's intelligence and experience. Some questions have been exposed gradually.To push further the instructional reform in higher learning institutions in the new century. In this thesis, author has designed firstly the effectiveness evaluation indices system of instructional reform items in higher learning institutions in Hubei based on the theoretic study. The thesis has applied some study methods, such as bibliography study, inquiring study and social statistic etc. On the theoretic study, the thesis has explicated systematicly the character, the purpose, the principle, the method and the relationship between the subject and the object of the effectiveness evaluation indices system of instructional reform items in higher learning institutions, and brought forth innovatively the indices of the effectiveness evaluation of instructional reform items in higher learning institutions. These targets include direction, practicality, theoretics, academic and innovation. On the practice study, the thesis has designed firstly the effectiveness evaluation indices system of instructional reform items in higher learning institutions in Hubei which has been edited and sounded in the practice gradually by the inquiring study and the practice in education department.
