Middle-level cadres in high school play a linking part in education, teaching and management. They take the lead in the activities of teaching and management in high school; they are the organizers and planners in every department of the school; they are the designers and commanders in the teaching activities; they are the contacters between the leaders and the masses; and they are also the links and bridges for the orders to pass down and for the troubles to pass up.At present, the general situations about the middle-level cadres' management in high school are good or better. However, there are still varying degrees of problems, which stop the level of the managing schools from being improved. For examples: preferring working to thinking, preferring orders to talking each other, preferring forcing to pleasing, preferring benefit to understanding, etc.To solve the problems, the headmaster must do as follows: First, set up the systems of voting for the headmaster, which is the premise of implementing policies and solving the problems of the management for high school middle-level cadres. Second, guard the pass of the appointing and removing of high school middle-level cadres, setting up the scientific middle-level voting systems, which is the key to completing smoothly the teaching task and realizing the teaching aims. Third, follow the times aims and develop the spirits of "March with the times and reclaiming for the new". Forth, during the course of employing middle-level cadres, one must observe the principles of setting up posts reasonably and being good at giving the posts to the ablers and the better winning while the worse being dismissed. Fifth, strengthen the quality and the accomplishment of middle-level cadres and improve the standard of the management. Sixth, perfect the systems of pasts and management of the middle-level cadres. Seven, handle the relationship between the cadres and headmaster and other cadres. Eighth, stick to the principlesof respect and trust, of keeping the orders of talking things over and of democratic centralism.It is a continuously systems engineering to manage the middle-level cadres, The ways and methods are always changing. But we must be able to solve the malpractices in managing the middle-level cadres with hard exploring, carefully research, dealing with different school facts and going on reforming. Under the new situations and in the new times, we must be able to make much more progress on the way to the wholly promoting quality education and education reforming.
