Since the policy of students enrollment expansion in universities, the scale of students has increased rapidly, 2003 net enrollment rate reached to 17%, which indicates that China's higher education entered the popular stage. As a result of the implementation of family planning policy, the gradual reduction of the school-age population, some years later, higher education sector recruits will be shortages, while it is the basic premise for the schools survival and development. Therefore, popular education among the colleges and universities are facing severe challenges, schools are bound to scramble for sector recruits intense competition, It is in the focus of attention how to make their own advantages as a school in the competition.The thesis uses the method of qualitative and quantitative analysis. For the first time, grey system theory and game theory analysis knowledge are used to higher education sector recruits analysis, details of the study as followed:1. There are two methods from two different views to analysis the reason why Sector recruits are contested among the universities, One hand, by the number of the Sector recruits, we establish a GM(1,1) model, which forecasts the number of the primary and junior secondary school.Then it can absolutely draw the conclusion that the number of the high education sector recruits will be shortage after several years. On the other hand, first this paper defines the social optimization number of the population, and then from the view of making reasonable use of social manpower resource, demonstrate that if the number of the colleges and universities enrollment is larger than the social optimization number of the population, it will lead to the more keen competition of the sector recruits.2. In view of the undergraduate education, it makes the game analysis for the competition among the colleges and universities from two aspects: one side is game analysis for the Sector recruits competition among the colleges and universities, gives the number of the optimal enrollment, reasonable fee price and the strategy analysis through modeling; another side is game analysis for the teacher competition among the colleges and universities, puts forward the salary reward system for the teachers, and proves that it is in favor of transferring the working zealous of the teachers and ensuring to retain the good teachers.3. This thesis from the view of the examinee, analysis the factors of the filling wish, it is in favor of the colleges and universities to understand the psychology of the examinee and do well the enrollment work.4. It applys the conclusion of this paper to a university, and makes the strategy analysis for the undergraduate education, and gives the feasible suggestions, it will make the university have advantages in the intense competition in future.Opportunities and challenges coexist in a competitive universities can continue to optimize the strategy can be in an invincible position.
