Educational evaluation has a long history. With the developing of productive forces, educational evaluation has come into a scientific developing period since the first half of the 19th century. At the early of the 1990's, Latoner and Clift (in the education institute of British open university) put forward the idea of developing educational evaluation and proposed the educational evaluation based on thedevelopment. In China, with the deep development of educationreform, present evaluation system of senior high school has more and more disadvantages and obstructs the implementing of quality education. The aim of this dissertion is developing the students' quality. First, the author explains that development evaluation is the requirement of quality education and gives a theory explanationof development evaluation. Then the author adopts the portfolio evaluation and practices the development evaluation on the high school students of senior 2 in emotion field, knowledge and ability, chemical experimental operation. It has been proved that the portfolio evaluation can promote the developing of students' quality, though it has some shortcomings. We can overcome the shortcomings as long aswe explore it in practice.
