According to the present situation that the cultural development in the primary schools can not keep up with the time, chosen 14 village primary schools in Jiu Quan, this research focuses on the problems and difficulty in Material Cultural development, system cultural development, activity cultural development and spirit cultural development by means of investigation, interview and on-the-spot observation. It turns out that there are some problems in material cultural development, such as the teaching equipments are not well-found, the old buildings are in danger, and the reading materials are inadequate and the funds for education are in great need. As far as System Cultural development is concerned, the management needs to be strengthened, the structure of teachers' management is out of balance, and the evaluating system is too inflexible and much more behind the time. When it comes to activity cultural development, teachers' ability is inadequate in organizing activities while the space for the activities is narrow, and there are few "hardwares". For spirit developments, "the famous motto of the school and four kinds of school customs" is incomplete and abnormal, few conditions can meet the teachers and students' spirit requirement, and the local humanity spirit has not been completely scoped out. It comes to a conclusion that all the problems above are caused by many factors-the education funds system lays in a "hang-over" state, the management concept of the chief educational departments is behind the time, the heads of the village schools have not high-level abilities, the awareness of "developing the culture on school in a whole" is inadequate, teachers' comprehension quality in the cultural development needs to be improved, students are not active enough in it, too. After comparing a large amount of researching articles and summarizing the successful experiences of some schools, Some specific strategies are formed in my mind both theory and practice, as follows:1. The cultural development on school should stick to the guiding ideal of"four benefit to".2. To set up the whole view of the "one core and four combinations" inthe cultural development.3. To make sure that the educational budget is mainly distributed bynational finance.4. To set up the local characteristic school spirit through teachers andstudents cooperation.5. To emphasize on the scientific and reasonable project in school cultural development.6. To set up complete and reasonable management system of making theteachers and students the center.7. To organize systematic, layering and aiming cultural activities.8. To pay more attention to the following education for the teachers invillage primary schools, under the requirement of teacher specialization.9. To develop community cultural resources with the local characteristics.
