The chief predominance of network education over traditional distance education is to give full play to the freedom of individual learning, and to the mutual communication of coordinated learning. The network education has resulted in both the reform of teaching approaches, and the dramatic change of relations between teaching and learning. However, it has been a great problem for network education to stimulate the learners' motives, to control the learning processes, and to improve learner's competence.First of all, with a profound discussion and reflection on the theories of distance education, the freedom of individual learning, the mutual communication of coordinated learning, and the theories of educational psychology, the dissertation attached importance to the function of teaching supervisors in network education. Secondly, with the analysis of the learners' psychology, the dissertation statedthe leading factors of the learners' motives. Moreover, how to develop, stimulate, and sustain the learners' motives was also discussed in the dissertation. Thirdly, with the research of Web-based courses in Medical Education Techniques, and the analysis of Web-based courses in the Network Center, the mutual communication of coordinated learning, E-portfolio was applied to supervise and evaluate Web-based courses. Meanwhile, some of the topics on the design, development, and application of Web-based courses in distance education were also stated. Finally, according to the learners' efficiency in the application of learning techniques, desirable effects were achieved in coordination, contest, evaluation, mutual communication, and learning supervision on network. In addition, the electronic documents played a prominent role in the promotion of the learners' motives, and of the mutual communication as well.
