The only way for China to succeed hi the 21 century with hard competition is to develop sufficiently and manage human resources scientifically. "Human resources are the most important resources of enterprises." But the development and management of human resources is the managers' blind spot all the time. The thesis just sticks to the front problem of theoretic research, analyzing and discussing it. Having introduced the necessary theories briefly, the author discuses the strategic meaning of the development and management of human resources in China, and finds out the problems, and also puts forward some good strategies. It aims to helping the manager master the skills of the development and management of human resources and understand it, therefore, increase the organizational social effectiveness and economies effectiveness.The thesis consists of three sections. -The first section briefly introduces the definition and traits of human resources, then explain the connotation, meaning of the development and management of human resources. The development and management are the two aspects of the human resources strategy. They have features separately. There are not only differences, hut also relation between them. The author also compares it with the traditional personnel management and points out the urgency of the development and management of Chinese human resources.The second section analyses the status quo of the development and management of Chinese human resources. The author point out the existing problems: thinking highly of the management, quantity and steadiness of human resources, rather that the development, quality and strong points and flexibility, exc. In addition, the entry of China into the WTO also provides rare opportunities for human resources strategies.The last section aims directly at the mentioned above problem. The authorsuggests countermeasures of the development and management of human resources: firstly, setting the notion that the talented man is the prior resource; secondly, building up the reasonable human resources structure; thirdly, bettering the management system of human resources; forthly, enriching the motivational system; fifthly, establishing and perfecting the appraisal system of the talented man; sixthly, striating the steadiness and flexibility of the talented man correctly; lastly, emphasizing attracting and stabling the talented man.
