With the advancement of preschool education reformation in China, the tendency of 'kindergarten-based curriculum'(KBC) becomes increasingly evident. More and more kindergartens begin to throw themselves into the practice of KBC development consciously. Hence, the exploitation and utilization of KBC resources become more and more important.KBC resources are the summation of manpower, material and natural resources that can be utilized in the whole process of KBC development. As the building materials of KBC, or as a means to achieve KBC objectives, or as the conditions of implementation of KBC, or as a factor of evaluation and improvement of KBC, KBC resources are necessary premise and support for KBC development. It is not only limited be within kindergarten, but also take its source from vast natural and social environment and infants' real life outside of kindergarten. KBC resources characterized by value potentiality, materiality, multi-qualitative, variety, objectivity and indirectness, etc. It is a complex system of diversification.The exploitation and utilization of KBC resources is to find resources that can be KBC used in curriculum and can be linked with educational and instructive activities in kindergarten. They are endowed with educational values, and utilized into all kinds of educational activities. It has a great significance in making a kindergartens' own feature, promoting children's all-round development, elevating teachers' professional development. Generally speaking, there are four steps in the exploitation and utilization of KBC resources: setting objectives, evaluating and selecting curriculum resources and assessing the results. To be open, economic, economic, pertinent, individual, moderate are several principles to be followed, and they should be carried out by evaluation of the needs of infants and parents, prediction of social development and needs, exaltation of teachers' ability and realization of potentiality, optimization and integration of resources inside and outside of kindergarten.Since the experiment of KBC development is still not universal, and research about it is still at the early stage of exploration, current exploitation and utilization of KBC resources face some problems such as low level, single structure and withoutclear objectives. There are also many problems and difficulties such as the shortness of comprehensive knowledge and ability of curriculum resource development, democratically atmosphere in kindergarten, open administrative system, material base and social support, and so on. Some suggestions and strategies are given in this paper aimed at these problems: strengthen the multi-leveled and multiplicity training for teachers, establish the management mechanism of KBC resource development, build and optimize the structure of KBC resources and emphasize the active role of teaching in the exploitation and utilization of KBC resources, etc.
