Basic education has basic , guiding characteristics of overall importance. Itsfair problem not merely influences the educated people's interest, still concerns the social stabilization. Firstly, this thesis checks the educational fairness from the perspective of non-economical factors and makes a systematic exposition of the unfair phenomena, which come from policy, school and class. Then, it reveals the non-economical factors that lead to the unfair phenomenon from three aspects: narrow educational ideas, superficial teachers' moral education and lopsided evaluation system .Finally, on the basis of the causes it put forwards four corresponding countermeasures to realize the fairness of the basic education: to firmly hold the idea of education fairness; to regard education fairness as the important criterion to formulate policies; to strengthen the management consciousness of fairness and science of the principals ; to penetrate fairness into the whole teaching procedure. During the reform of modern education, we need to make our efforts to find out as many ways as we can , which will promote the realization of educational fairness from different sides and various angles of view. Especially, in the period when the rate of entering school has reached the standard and kept increasing. It will be proved true that realizing educational fairness from the non-economical factors is a kind of fairness that is close to the nature of education and has more life meaning. Hence, it will eventually promote all-sided development of the whole students.
