Fairness in education is the reflection,measurement and evaluation of interpersonal interests ineducational activities. As the standardization of real problems in educational equality, fairness ineducation is a kind of abstract value which can only be judged on the basis of its principle. In abroad sense, fairness in education is the extension and reflection of social equality. As the basicvalue orientation of modern education, fairness in education has become the starting point ofeducational policies. In different periods of our socialism development, the understanding andpractice of fairness in education has always been changed. As the development of economy andsociety, we have already got many achievements, otherwise, facing some new problems. In thispaper, some hot issues on educational equality have been analyzed by the theories of educationalequality on the basis of which the reasons and advises have been provided.Fairness in education is the common pursuit in the world, the equitable education is of specialsignificance as well as challenges for China who is in the primary stage of socialism. The Report tothe Seventeenth National Congress of the Communist Party of China pointed out that "Education isthe foundation of national thriving and prosperous, in the mean time, fairness in education is thegroundwork for social equity". This fully reflects the important role of education in China’s socialistmodernization, and also shows the key role in the healthy development of socialist education topromote educational equity. The social form of socialist shows that, achieving fairly and justicedevelopment in all areas is the essential requirement and inevitable choice. Otherwise, theproductive level in the primary stage of socialism limited the starting point and the way ofeducational development in China. Therefore, it is necessary to fully understand the historicalposition of Education, seeking truly suitable guidelines and policies for educational development,nevertheless the largest truth is the fundamental realities of the country that is we are on the primarystage of socialism. A fairly long period of time from now to the future, the basic national conditionsof China will be the fundamental basis as well as the right starting in educational policies making.Scientific educational guidelines and policies are those which conform to the fundamental nationalconditions. In May2010, the State Council officially approved in principle concerned with China’seducation development in the next decade,"National medium and long-term plan on educationalreform and development (2010-2020), Which portrays the route of Chinese educational reform anddevelopment in the next decade, the Planning outline clearly promotes educational fairness as thecountry’s basic educational policy which means promoting educational equity has become nationalacts. The country’s basic educational policy is the centerline of all issues with reference to thedevelopment of education and the principles and foundations in policy formulating of education atall levels. So, it is particularly necessary for us to understand the reason for promoting educationalequity as China’s basic education policy, and what the role it plays in the development of China’ssocialist education, economic, and even the socialist modernization process.I analyzed the problems of educational equality in the primary stage of socialism from theangle of economics of education and educational sociology. Do not limit in the problems but Judging the contradiction of these problems through the background is the main innovation of thispaper. Discussing educational issues through the status of economic and social development,analyzing the challenges we would face and measures we should take to promote the developmentin educational equity in the current social conditions.
