When the crude rate of entering colleges in a country achieves 15%-50% among right age of people, the higher education in this country changes from elite to mass. If it exceeds 50%, it means this country entering into univeral higher education. This point of view is put forward by famous educational sociologist professor Matin Trow in America based on studying and analysing the developing process of western higher education. America took the lead in attemping mass higher education and the social benefit was outstanding at the end of 20 Century. The concept was accepted gradually by educational groups in other countries and surged mass higher education. Meanwhile, its quality becomes notable which causes governments in all countries take the problemseriously. In China, the crude rate of entering colleges achieved 17% in 2003 which indicates we have already enter into univeral at the beginning of 21th century. Higher education quality is paid much attention to and the quality is perpetual theme of higher education and also key point whether mass higher education can realize successfully. All walks of life in society concern the issue on how to measure the higher education quality.The first part of thesis bases on the background of engendering higher educationtheory giving brief introduction about Matin Trow's view--"3 parts" and combinespractice, summing up the developing scale of higher education in China. Secondly, by analyzing the different definition concerning higher education quality domestic and overseas scholars defines the connotation of higher education quality. And then, if clarifies that valuing and researching it in China have important practical significance on driving ached educational institution, enhancing talent training quality, promoting continuous development of mass higher education, implementing"Science and education promote nation strategy", constructing comparatively "well-off society".The second part combining the reality of innovation and development on higher education carries systematic analysis the main factor which affect quality in mass higher education and points out the existent problems: 1) Lack expenses. Although the educational expenses In China is increased, it can't adapt the developing scale and sepead of mass higher education. 2)Teacher's troops will be strengthened. Teachersamount is insufficient, the problem of structual shortage is notable, the record of formal schooling is low. 3) The condition of schooling needs improving further. Some college and universities still can't meet the standard need. 4) Recruitment increase but the quality in decend. 5) Many troubles still exist in the process of education and management. For instance: (l)The total level of teaching and management is general. Management measure is waitting to be fulfilled. (2)Course-setting is lagging behind relatively and teaching material should be standardization. (3)Teaching pattern is unitary, content is outmoded, method should be improved. (4)Lay particular stress on teaching knowledge and pay less attention to training ability. (5)Pay little attention to practical instruction. (6)Honesty .The third part of thesis clarifies the strategy of improving mass higher education quality. Firstly, we must set up the right concept of mass higher education: development quality view, diversified quality view, totalized quality view, adapted quality view, distinctive quality view and dualistic quality view. Secondly, on the base of analyzing the educational expenses among America,Korea, Japan and China, put forward that we must enlarge the educational expenses by the law in order to ensure the mass higher education quality supplying formidable material.
