The 21th century is a competitive and knowledge economy age. The competition of modern world economy and science and technology, in the final analysis, is the competition of talented persons. The competition of talented person has become the core of modern competition, especially competition of the high-ability talented persons.Now, flow of teacher is happening with increasingly frequency, as a part of talented persons , teachers are involved into the current of talented person flow. The educational managers now are facing an important problem, which is how to attract and store talented persons, this is to say how to manage flow of teacher.Under the socialist market economy, flow of teacher has become inevitable. The feature of market economy is that resources are distributed by market, which should demand teachers to flow.In added, flow of teacher is the important insurance of strengthening the vigor of school; the necessary means to improve the structure of teachers; the way to realize the individual value, and the need to meet the challenge of entering WTO.At all times and in all lands, the management experience of talented persons shows that flow of teacher is advantageous to the flourishing of education. However, it doesn't mean that flow of teacher is wantonly, even either the faster the better. Improving the education requires a long circle. Strictly, the teacher team should own a fairly stability. The characteristics of education commands the teaching be durable and stable, which caused by the teaching complex, creativity, cooperative and hysteresis effect, etc.Obviously, a stable teachers team is advantageous to upgrade the quality of teaching and attraction of teaching occupation. In order to be better, flow of teacher is evitable, and the relative stability is also necessary. Only keep a certain speed and quantity can it be reasonable and improve the flourishing of education. I have read a lot of documents, and interviewed thirty-two teachers and eight managers of schools. There are some unreasonable phenomena in teacher flow: imbalance of teacher flow, teacher flow is not order, there are "back-elimination" phenomena in teacher flow, there are impediments in teacher flow, recessive teacher losing not to be ignored, pay inadequately attention to teacher interior flow. Flow of teacher has its regulations: these factors have great relations with the flow of teacher, such as material treatment of teachers, work pressure of teachers, education development, the mode management and so on.In order to make teachers reasonably flow, we should take macroscopic and microscopic measures to deal with it. Macroscopically, our government should strengthen the macroscopic regulation and improve the relative policies. For example, firstly, amplifying the social security system; secondly, reforming census register and housing management; thirdly, makeup complete laws and regulations of talented persons flow. Microscopically, in order to create good school environment for teacher flow, we should strengthen school management. The ways could be taken as following, setting up dynamic ideas of teacher management, recommending teachers reasonably, setting up teachers stable mechanisms, implementing the system of appointing teachers and so on.
