For a long time, education in China has been leaded to test-oriented model, This model, putting its key points into the exam marks and the selection. actually has its purpose for the students' going to universities .It mad e teachers compare the process of educating students equally with the one of guiding students how to test. Schools in different gradations are forced to get on a single-log bridge to go merely after the proportion of the entrance examination and the marks .It caused a pattern of generalized, model-unified and non -distinguished schools .This mis -concept submerges the development of students' individuality and strangles school's individuality and its speciality.It is the present trend to specialize, individualize and diversify a school . Schools seek an ideal way to get their characteristics. But it is restricted by many factors in which curriculum is the most important one. Curriculum is the core in the school education. The objective and the value of education are shown and put into practice according to it .However, for a long time, we carried out a national curriculum which cause a status quo of non-characteric schools. In view of this malpractice, we carried out a three-gradation management which is nation-managed, locally-administered and school -based. School-based curriculum is a new thing ,There is much room for the theory research. As a result, it has practical significance to choose characteristic in School-based curriculum the theory research. By researching to real certain laws, it can help understand deeply of the school-based curriculum and enrich the theories of it and school characteristics setting up. At the same time ,it offers the inspiration and reference to popularize and carry out the school-based curriculum. Although the school-based curriculum involves school characteristic, it's not equal to say that characteristic is bourn naturally when the curriculum is established. School characteristic is a p process from being pregnant ,developing and practicing to result showing. It interacts into all the characteristic factors of curriculum in the developing steps. Therefore, we will investigate many aspects of school-based curriculum, to reveal the producing laws of school characteristic in its development. First, concerning the developing model,the development of school-based curriculum, as a part of curriculum,Butit adheres to the general drawing-up principles. But it also has its own principles and characteristics. Secondly, on the links to the development, it adheres to the general principles of curriculum development. Meanwhile, it has its own characteristics and methods such as making individualizing aims,selecting characteristics curriculum, carrying out school-based curriculum .producing school characteristics, evaluating school-based curriculum and affirming school-based curriculum .Finally, in school-based curriculum the light of resource, there are many elements which affect characteristics in school-based curriculum, such as the school-run purpose and the individuality of the president, teacher's individuality, district character and school characteristics and so on. It has close relationship between school-based curriculum and school characteristics setting. To develop school-based curriculum which offers the possibility to it ,is the prerequisite , the base and the carrier of school characteristic setting. To develop school-based curriculum is the inexorable choice of setting which returns the vitality and promotes the development of the curriculum instead.School-based curriculum is a very complicated systematic project. Its practice needs the transformation of school management. Otherwise. curriculum reforming must be restricted. So it is the inevitable choice to develop school-based curriculum which is the base in the practice of school-based management .to set up school characteristic and to carry out school-based management.
