With the all-round,multi-level and wide-ranging opening up,China has become more competitive in the world’s talent competition.The introduction of international talents has made remarkable achievements,and China is increasingly becoming an ideal habitat for international talents.International talent is an important economic resource and an important driving force for the development of science,technology,commerce,art,culture,etc.As a strategic resource to realize national rejuvenation and win the initiative of international competition,international talents are increasingly becoming the focus of competition among countries,and the transnational flow of international talents is becoming the normal.To study the relationship between China’s opening-up and the inflow of international talents,and to explore the impact of trade,investment and international economic cooperation on the inflow of international talents,will help policy makers to understand how to further expand the opening-up and from what aspects to expand the opening-up,and will help them to explore the way of attracting international talents in a more targeted way in the future,so as to break through the development bottle as soon as possible Neck stage,entering a new stage,inject new vitality into economic growth.Firstly,this paper reviews the scholars’ research on the relationship between opening up and international talent inflow,clarifies the concepts and related theories of opening up and international talent,and on the basis of push-pull theory,puts forward relevant assumptions and constructs a gravity model.Secondly,based on the 28 provincial panel data of China from 2009 to 2018,this paper uses the fixed effect model to conduct regression analysis on the provincial panel data,and empirically studies the impact of China ’ Three types of international talents are tested one by one to explore the impact of opening up on the inflow of different types of international talents.Thirdly,the robustness test is carried out to prove the validity of the empirical research results.Finally,the paper summarizes the research content of the whole paper,and according to the research conclusion,provides the corresponding policy suggestions for China to further introduce international talents to promote China’s economic development.This paper finds that the influence of opening up to the outside world on all kinds of international talents is different.The opening up of goods trade,foreign investment and foreign contracted projects will promote the inflow of international talents;the opening up of service trade will inhibit the inflow of international talents;the influence of the opening up of foreign capital inflow and foreign labor dispatch on the inflow of international talents is not significant.In addition,the number of jobs in China’s labor market,investment in education,and investment in research and development will all promote the inflow of international talents.There are two innovations in this paper.First,based on the push-pull theory and the gravity model,this paper deeply explores the relationship and influence mechanism between the two on the basis of fully considering the connotation of opening-up and international talents.Second,in the measurement of opening-up and international talents,this paper has integrated the latest measurement methods and broadened the connotation of research objects.
