Content: Nowadays, the reformations in the curricula of the elementary education in our country is being carried on. To carry out the new curricula teaching scientifically and effectively, all teachers must establish new teaching concepts to go with the new curricula and master the teaching tactics in the new curricula. Among them are the notion and tactics of effective teaching. From the analysis of relationship between learning and teaching, this paper introduces the new perspective of effective teaching which takes the learning-centred theory as its basic notion, and holds the views as follow: the ultimate purpose of effective teaching is to promote the students' learning and development, which is also the only standard to measure the effectiveness of teaching; to motivate and mobilize the students' initiative, activeness and self-consciousness in learning is the starting point and foundation of effective teaching; the essential and center of effective teaching is to supply and create appropriate teaching conditions and to make the students generate effective learning.According to this basic notion, in order to cater to the demand of the reformation in the new curricula, this paper based on the analysis of the essence of learning and the feature of learning in the background of the new curricula, sticks to the principle of discussing teaching according to learning and formulates the frames of the notion and tactic of effective teaching in the new curricula. The new curricula effective teaching , based on the learning-centred theory, should value the developing of teaching purposes, the experiencing of teaching activities and the relating of teaching procedures. It should create the teaching conditions that are full of life and suitable for mutual communication and active learning; It should also follow the teaching principles of development, independence, processing, opening and situation, and adopt the teaching tactics of students' active participation, cooperation and communication and active researching, so as to promote effectively the students' learning through independence, cooperation and research and through their all-sided and harmonious development with the aid of different teaching modes of dynamic, generative, and open activities.
