A Study On The Evaluation Of Science & Technology Work Of Higher Education Schools Of Hebei Province

Science & technology work of high education schools is the important part of national innovation system, and the supportive factor of flourishing with science and education. It effects extremely on the development of science & technology, economics and social civilization of the nation. As an important instrument of science & technology management, the evaluation can spur the high education schools paying more attention to and enhancing the management and direction of it.Since 1987, there have been some research and practice schools on how to evaluate the science & technology work of high education. However most of the research focuses on the input-output of science & technology activity, which is the evaluation facing the result. Based on the analysis of research of all over the world, aimed with promote, by using systemic idea and integrating the actuality of Hebei province, this thesis combines the organization management and environment support with activity, and establishes an evaluation project facing both the result and progress, and analyzes it by empirical analysis. In this way, this thesis achieves the combining of theoretical analysis and empirical analysis, qualitative analysis and quantitative analysis. Based on the above research, this thesis designs an elementary evaluation software system for the informationlization and modernization of the evaluation work.According to the above idea, this thesis firstly summarizes the relative basic theory and method literature; secondly after analyzing the science & technology work actuality of higher education schools of Hebei province, it establishes the evaluation project which is made up ofinnovation capacity, organize capacity and environment supported capacity, and it progresses the specialist questionnaire; then, it evaluates the input-output efficiency and the development speed of the higher education schools science & technology work of Hebei province; and then it takes an elementary design about evaluation software system; finally, it concludes and prospects the study.
