Since the Party's Fourth Plenary Session of the Thirteenth meeting, China's non-governmental education has seen a rapid development and become an indispensable part of the education enterprise, and it's clearly set down as a national policy to facilitate the development of non-governmental education. For example, in 1993, the State Council of China issued a paper titled The Compendium for China's Educational Reform and Development, in which is written, "to change the pattern of government undertaking education single-handedly, and gradually set up the system in which government in all walks of life running education with the former as a leading role." In 2002, the ninth standing committee of the National People's Representatives passed The People's Republic of China's Non-governmental Education Promotion Act, in which is clearly written, "on non-governmental education, China sticks to the policy of active encouragement, great support, proper guidance and implementation in accordance with law".The development of non-governmental education helps accomplish the diversity of channels of educational investment and educational money raising, make up for the shortage of the national educational expenditure; enrich the supply patterns of education, meet the public demands of educational diversity; lengthen the duration of public's education; quicken the pace of exploitation of national human resources; facilitate the educational system reform; build the new relationship between government and school, and further the reform of the intra-school management system. But the teachers' teams of non-governmental schools are the important aspect of the development of non-governmental education. How to employ teachers in the non-governmental schools has much to do with the existence and development of the school.In this paper, the condensed questionnaire survey and interview are adopted to analyze the situations of the teachers in our non-governmental schools, to get someknowledge of the teachers' psychological states. What is more, by means of document collection, Chinese and foreign conditions of Teachers' Employment Contracts are compared. A conclusion has been made about the issues of teachers' employment in our non-governmental schools. The process of advertising teachers is not formal, the conditions are not suitable for reality, the payment is not clear. The employing duration is too short ,teachers are unstable, the contract management is not complete, some of the teachers' rights have not been protected.In the second part of the essay, some causes to the problems have been analyzed. It is due to social recognition, laws, inner management of schools, personnel system and the teachers' psychological pressure.In the third section, some suggestions are made. Teachers' resources must be widened with the help of government. Some education departments help schools to strengthen teachers' team, to complete employing contracts. Some measures are taken to improve inner management system of school, to set up inner post-ranking system. Therefore it can proceed the regular operation of teachers' employment in non-governmental schools.
