With the implement of the Chinese government’s college expansion plan and the promulgation of Private Education Promoted Law, the private colleges and universities in Shaanxi Province have developed rapidly since 2000. So far, there have been 27 colleges and universities that have achieved the government’s approval and record and the whole enrollment plan of which has increased continuously. Since the current employment situation is so rigorous in our country, the graduates from private colleges and universities of Shaanxi Province have seen a tougher job market. Therefore, the research on the reasons of difficult employment and the countermeasure to deal with the situation has its own practical significance and theoretical value.By using survey research, documentary method and comparative method, this article first elaborates the core concept of private colleges and universities and relevant employment theories. The article has a deep understanding of employment rate, job satisfaction, profession setting and pattern of the talents training after adopting interviewing and questionnaire in Xi’an Peihua University. It also has made a a careful date analysis of graduates’employment tendency, physical willingness and summarized and refined out the reasons that lead to difficult employment of Shaanxi private colleges and universities graduates, that is social reason, school reason, personal reason and family reason. According to the actual situation and the reason of difficult employment, the author has used public colleges’ and universities’ successful experience for reference and combined the theory of public management. Finally the author has proposed four rationalization suggestions: for he government, to provide more preferential policies; for the private colleges and universities, to establish its own brand recognition to put an end to discrimination against private education; for the graduates, to improve their individual quality and to be encouraged to do start a new business; Establish effective communication channels. Only by improving the schools’ overall strength and the graduates’ comprehensive quality can the situation of difficult employment in Shaanxi be relieved.
