With the deepening of social progress and educational reform, the school management is experiencing the transformation from one pattern that regards operating management as the center to the other that takes strategy management as focal point. For a long time, in highly centralized management mode, all resources are under the overall leadership and under unified central planning by the government, the school management corresponding with this kind of order relies mainly on operating management under which schools can get living space neither from managing nor from learning to manage. With the market-based promotion in education following the economic system reform, especially facing the challenge of the open educational market after joining WTO, non-compulsory education is facing the threat of living space, and compulsory education will be impacted by market unavoidably too: The private school rising, the state-run school reforming system schools being chosen... the elementary education is not "quiet harbor" again. In order to gain one seat for the school in the market with keen competition, the school can't only focus on the operating management which does the concrete affairs of the school well, but must examine the relation between school and environment closely with the strategy eyes, encourage school members to manage the school together with suffering consciousness, have strong strategy consciousness, buck for general plan from reality of the school, raise the efficiency in school management.The author uses relevant theory of strategy management to analyze the influence factors and characters of the path dependence of strategy management in middle and primary schools, and based on this, puts forward how to overcome "negative effects" of its, perfect the implementation condition of strategy management of the middle and primary school, realize that strategy gets the upper hand. The thesis was launched from three following parts mainly:In the first part, the author defines strategy management and basic conception of strategy management of the school and does the general summary on theory of strategy management.In the second part, the author analyses the factors influencing strategy managementof the school and its path dependence from outside, inside of schools, and then proposes the external factors of influencing strategy management of the school: government, family and society; the inside factors: resource of school, institutional framework and educational quality in school.In the third part, aiming at the influence factors of path dependence of the strategy management in school, the author offers the suggestions, which surmount the path dependence to make school strategy development get rid of the shadow of the past, as follow: Implementing open management to make school strategy management cast off the limitation of operating management; encouraging the competition to improve the competitiveness of the school in order to make it win the market actively and effectively.
