Owing to the decisive role of Quality-oriented education in enhancing our comprehensive national power and improving the quality of our people, we must impel it, however, the middle schools and elementary schools, as the main undertakers of the work, do not do the job well at all, Some schools yell aloud Quality-oriented education. But in fact, what they carry out is still Examination-oriented Education. Only when the schools adjust to requirements of Quality-oriented education can they make the implementation come down to wrath.This dissertation, with the organization of middle schools and elementary schools countryside as the study subject, analyses Quality-oriented education, action research of education and the main body action, and that it is necessary to innovate the organization systematically to strengthen its function, and to achieve Quality-oriented Education.
