A Reflection On An Aborted Basic Education Reform In Jianli Hubei

Being the foundation of whole education system engineering, basic education plays a basal and global role in the field of education, even the socialist modernization. So, basic education reform relates to the future of our country, the competitive strength of our country in international society, and fundamental interests of thousands of masses. Thousands of people can benefit from a successful basic education reform, while the field of education even the whole society may severely suffer from an aborted basic education reform.Well known as a grain procreative and educational county, Jianli Hubei lies in Jianghan plain. In21st century, because of several reasons, basic education in Jianli confronted with a pretty pass that it had never faced, Jianli had to break through it. In2004, Jianli started a compositive basic education reform including school voucher, democratic school management committee, entire-staff appointment system and school-running system, which aroused intense influence in whole society. Until2010, with the main sponsor of Jianli reform resigning quietly, the reform ceases on the whole, it becomes a focus in the field of education, journalism and various circles once again. The reform will deeply impact on the educational system in our country, we can not define a reform neither rhyme nor reason only because of the failure. The paper tries to make an all-around analysis about the reform including the beginning, the whole process and the final result, to probe into the deep causes of the failure, to draw inspiration from the reform, and provide with reference for the future reform.The paper mainly consists of four parts. The first part is introduction. It states the reason of choosing the theme, principal’s professional development in theory field, the meanings and methods of the paper. The second part is the summarization about background and content of the reform. The reform was a venturesome action in a tough situation such as serious deficiency of public expenditure deficiency, teaching activities could not carry on, teacher’s organization was unstable, the public school system became rigid. To walk out the dilemma, Jianli took the reform which contains carrying school voucher, school-running system and so on. The third part is the introduction of the reform effect and the specific causal analysis. The paper sums up the cause for four main reasons, deficiency of external condition, academic arrangement, the propaganda of public opinion, and simplification of the reform. The fourth part is the revelation of the reform. The paper point out that any reform is a difficult mental revolution, a reform needs systemic thinking and elaborate action. And discuss how to perfect correlative details in the future reform.
