This thesis focuses on the policies of college students employment.The policies are made by our country in accordance with certain historical conditions and periods. Their main purposes are to promote economy and advance the society, to create more employment opportunities and conditions for graduates, and to vindicate the legal rights of the graduates and institutions. In my thesis, I will study the policies from three aspects the historical changes of the policies, the main contents of the policies and the present problems and improvements.I . The historical changes of the policies.The policies have undergone changes of three periods since 1949, that is ,the period under the planned economic system, the period under the commodity economic system and the market economic. The policies are changing with the economic systems, so the changing of the policies is a process of reforming again and again.Under the planned economic system, students could not choose their jobs freely, because all their tuitions were paid by the country. So students were assigned certain jobs and were sent to appointed institutions by the government. These policies went well with the highly centralized planned economic system and last as long as 35 years.Since 1980s, these conventional policies had been changed gradually. The changes began in 1983. Especially from 1985, the reform was carried on step by step. In 1989, the former national educational committee pointed out the new purpose of the policies, that is, graduates could choose their jobs for their own and the work units could select excellent graduates at the same time. Thus, graduates employment gradually became market-oriented. This is a magnificent transition of the policies.Now, the government is seeking new policies which can go with the market economic system. In 1993, the government indicated the purpose of the policies in the future. The government will govern and control the employment of graduates, but willnot appoint jobs to graduates as it used to. The government will enforce the service and indirections.II. The contents of the policies.The contents of the policies can be summed in three aspects. First, the general policies, which include policies of using graduates and setting graduates. Second, specific policies, which include policies in working process, disciplines in instructing the employment of graduates and local regulations. Third, special policies, which include policies for disabled graduates, commodes, graduates from HongKong, Macao, graduates who apply for studying abroad, inadequate graduates and graduates who will work in western areas.HI. Present problems and needed improvements.Nowadays, there are problems in the policies. These problems exit in the policies themselves and the process of execution. First, the policies themselves are not perfect. The long-lasting "appointing jobs" policies resulted in the lack of competition and improper distribution of manforce power, which undoubtedly affect the initiatives of students, teaches and institutions, on the other hand, the present new policies have not been carried on thoroughly. Students are not really free to choose their jobs. And above all, the employment market has not developed very well,for the economy system is undergoing great changes, thus it limits the development and surroundings of the employment market.These problems are here and not more,but more problems are always appearing in the process of the execution. Some areas and sections can't carry on the policies properly as the result of valuing the local benefits and short term benefits too much.Therefore, how to make improvements are very important.To better the policies, we should use Marxism, MaoZedoing Thought, DengXiaoping Theory and Three Representatives. We should be practical and should be go with the time. Some suggestion are here: First, we should support, encourage and regulate the development of the social mediums for the employment of graduates.
