Now, distance education in universities has already became an important part in high education and life-long education system and also began to take its shape. But the development of modern distance education in china leaves many problems that has to be resolved, especially in the fields of standardized management such as unclear orientation of education, no integrated management and evaluation criterions, loosed management system, little sharing of education resources, poor quality certification, uncompleted network support service and act, all of which are restrictions to the well development of distance education.Through studying and analyzing international representative theories including distance education theory, relative theories of modern distance education and organization management, this essay studied and compared the management mode and present situation between internal distance education and external distance education and then analyzed the present situation of modern distance education of Heilongjiang province to find out current main problems in the management aspect of modern distance education of Heilongjiang province. Based on the frame of construction, this essay putted forward a kind of distance education management mode that is scientific, effective, unite and can be controlled timely. This mode is terraced perpendicular management mode. The target of this mode is to arrange the educational resources and excellent educational services according to the learners and to strengthen the supervision degree of the executive process of distance education .This essay putted forward the terrace basis of terraced perpendicular management mode, the construction of organization management and motion principle and then based on relative theories of educational evaluation put forward the evaluation principle of organization management terrace, built the evaluation system and pointed out the possible problems in the evaluation system. This essay tried to put forward corresponding countermeasures in accordance with those problems. Through this kind of management mode, this essay tried to build the sound developing structure of modern distance education in accordance with the present situation of Heilongjiang province, then to standardize the distance education market of Heilongjiang province and to make it get onto the sound developing path.
