By the end of 2003, in the field of higher education in China, the number of the students at higher education institutions is nineteen million and the gross enrollment has reached 17%, which indicates that China's higher education has shifted from the stage of elite education to that of mass education. It promotes the building of a learning society which was put forward on the 16th National Congress of the CPC, and in which all the people will learn or even pursue life-long education.As the scale of higher education expands, the quality of it becomes the core concern in the field of world higher education in the 1990s. In our country, well-run and satisfying higher education means not only meeting most people's needs for higher education, but also providing service of higher quality. The Party, the government and the people are all calling for a kind of higher education carried out under the idea of quality-first.Based on the scientific definition of higher education quality, and from the angles of economical globalization, scientific and technological advance and social development, market competition, the contradiction between quantity and quality caused by enlarging enrollment and so on, this thesis analyzes the background and necessity of constructing the China's regular university's interior assurance system in teaching quality and builds such a system on the basis of theories on system and Total Quality Management.
