The Research On Our Country's Athletic Administrative Management System Whirligig

Make a comprehensive view of the evolutive course of our country's athletic administrative management system; it can be divided into three different stages including introducing stage, assimilating stage and developing stage. For more than half a century since the foundation of the national athletic committee in 1952, we carried through a series of adjustment and reformation according to the national situation based on introducing highly centralized athletics management system of Soviet Union, and formed the relative self-contained national athletic administrative management system of our country. Different training organizations were established in different training levels, therefore formed the national athletic management system with united objects and integrated system, which exert organizational guarantee for the rapid development of our country's athletics in the planned economic system. But with the development of national economy and establishment of the socialist market economic system, the old government-dominated athletic management mode was difficult to adapt to requirement of the socialist market economic system reform.In several decades of reform and exploration, according to principle of "simplification, unification and efficiency" and relying on the society, our national athletic department impelled association and socialization of athletic project management through mobilizing enthusiasm of all circles in the society. At the same time, the intrinsic single training mode belonging to athletic administrative departments at all levels was smashed gradually, other kinds of social organization forms appeared one after the other and took part in the athletic development undertakings, such as department (vocation), enterprises, advanced colleges and all kinds of social groups and so on. Thereby, formed the phase with multi-subject evolved from the single government management subject.Evolvement from single subject to multi-subject of our country's athletic administrative management subject is not only necessary demand of athleticAbstractsocialization, also a road must to be experienced to actualize substantiation of association management and to cultivate and develop the athletic market, and to promote development of the athletic industry. But we always haven't attached enough importance to some problems including what's the historical background and influencing factors of our country's athletic administrative management system reform, and what revelation we can get from other countries' athletic management mode. Aiming at our country's athletic administrative management system, this paper primarily anatomized its evolving and developing history, evaluated its contribution to our country's athletic undertakings in different stages, analyzed all kinds of factors and characteristics of the stages whirligig, and discussed thoughts of our country's athletic administrative management system reform based on integrating other countries' athletic management mode and consulting some experts' ideas.In domestic, researches on our country's athletic administrative management system also are very inadequate, and dissertational and systemic research productions are infrequent. Researches of this paper will help to change this condition.
