It's one of hot topics in the educational research to enhance the teachers' activity in order to adapt to the educational development. The more effective solution is enforcing the teacher employment system. Since 1986 , the primary and junior high school in China have begun to enforce the teacher employment system, which in some extent have improved the quality of teachers and prompted the development of elementary education; but, it's undoubtable that there are some problems which affect the enforcement of the teacher employment system. But, the academic circles do a little research of these problems and their solutions. For this reason, I provide the thesis to reader.The full text includes five parts:The first part is the preface. In this part, I briefly introduce content and purpose of this paper, reasons of choosing this topic and method of this research.In the second part, I generalize the teacher employment system in the primary and junior high school. Through analyzing the employment system and the teacher employment system, I explain the teacher employment system in the primary and junior high school; sequently I simply brief the case of the teacher employment system in domestic and overseas, finally, I summarize the peculiarity of the system.In the third part, I point out the existing problems in the teacher employmentsystem in the primary and junior high school. On the basis of investigation on the spot and studying various related document, through quantitative analysis and qualitative analysis, I sort out the existing problems in the teacher employment system: (1) The corpus is confusion, (2) The system is not sound, (3) The quality of teachers is low.In the fourth part, I analyse the reasons that there are problems in the teacher employment system. The main reasons are as follows: (1) There isn't enough understanding on the development form of the school management. (2) Understanding on the teacher employment system is superficial. (3) Implementation of the teacher employment system in the primary and junior high school is too rash. (4) The relative researches lag behind the practices. (5) Educational institution is not sound.In the fifth part, I suggest many measures for consummating the teacher employment system in the primary and junior high school. Aiming at the existing problem in the teacher employment system teacher and their reasons, I put forward the concrete measures as follows to consummating the teacher employment system in the primary and junior high school. (1) Give strong publicity to come into being the related idea of the teacher employment system. (2) Accelerate the step of the educational research to seek after theories and methods of perfecting the teacher employment system. (3) Develope the teacher's qualification certification in order to establish firm base for effectively implementing the teacher employment system. (4) Persisting in strictly relative basic principles and procedures is the key point for implementing the teacher employment system. (5) Perfecting correlative institutions is the guarantee for implementing the teacher employment system.
