A Study On The Changes Of Academic Institute's Setting And Administration Institutions In China

There are a lot of problems in the setting and administration of the academic institutes in China, such as, lacking the criteria of the academic institutes, the number of the academic institutes is overriding high, the structure of academic institutes is too complex, academic power and administrative power are imbalanced in the administration of the academic institutes, the power of Party and the power of government are not distinguished in the administration of the academic institutes. All above problems cannot be solved easily in the reform of university. As we all know, policies and institutions is very useful to the practice. The study on the changes of the academic institute's institutions is beneficial to reveal the source of all problems and guide the leaders to make scientific decisions in current reform.According to the time, based on the policies and institutions, based on the theory of institutional change, this dissertation studies the historical changing of the academic institute's setting and administration institutions in China. The institutions of academic institute's setting and administration in China goes through the following five periods, to be specific, the formation of institution in Late Qing Dynasty, the development of institution in BeiYang government, the maturity of institution in the Early republic of China, the transition of institution during the People's Republic of China to the Reform and Opening up, the reestablishment of institution after the Reform and Opening up.We can make some conclusions by analyzing policies of each period and the policy implementation effect from the institutionalization of academic institute's setting and administration in China. First, academic institute's number and academic institute's structure and academic institute's administration are different in five periods. Second, the change process of institutionalization of academic institute's setting and administration in China has gradual and compulsory trend. And there is the “path dependence” in the change process. Third, the changes of institutions of academic institute's setting and administration in China are subject to political, economic, educational international reference and university itself demands.This study argues that current setting and administration way of academic institutes has its historical source. And it proves that the setting and administration of academic institutes need institutions. Not only the historical reasons, but also for lack of institution lead to the chaos of academic institute's setting and administration in the environment of the reform by college optimizing the structure of itself and the development spontaneously. Nowadays, the government pays less attention to university internal and the university has more power. In the future, we need formulate and carry out the university statute to strengthen internal administration in university.
