After the talent economy age comes, human resource environment becomes the key of development. More and more people pay attention to HR environment. Based on the theory and practice of HR, this paper establishes the comprehensive, practical and quantitative synthetic evaluation indexes system of HR environment. This system is set up for the evaluation of HR environment by analyzing elements of HR environment and features of cities. From the point of view of systems science, HR environment is composed of talent market environment, economy environment, culture environment, social environment, life environment and nature environment.This paper puts forward appraisal evaluation method of city HR Environment and evaluation Standards of the indexes. Based on analysis of HR environment, this paper establishes assessment model about city HR environment by using AHP. The case study from Beijing, Shanghai and Shenzhen showed that theory and method studied in this paper is proved in practice.
