"Incentive is the heart of modern management." Incentive and restraining mechanisms of human resources has been one of the important fields in government and business in order to raise their competition. Human resource is a kind of strategic resource. In recent years, it has been a primary national policy across the world to effectively develop and employ such a resource. The present paper sorts out the theories of human resource management , treating incentive theory as its basis. Then it analyses the status of human resource management, finding problems with mechanisms of incentive and restraining human resources, proposing new approaches, models and concrete suggestions. It proposes "human-centered" thought for the incentive mechanisms, instead of considering it as quantitative, systematic and standardized process in realizing the goal of an organization. Ignore the needs and development of human resource management and the incentive mechanisms will be ineffective, for the deviation of individual's goal from the organization's goal leads to a failure to fulfill the organization's goal. This paper is closely associated with the present situation of human resource incentive and restraining mechanisms of our country and discusses related problems, providing a relevant and substantial analysis. At the level of policy-making, it offers new notions for renovating human resource encouragement. Therefore it is prospective and operable.
