If the teachers and students are main parts of PE teaching, the PE and health teaching environment is the stage, potion thereon accordingly. Without those these above, the PE and health teaching will lose these basis It is very meaningful to pay more emphasis on PE and health teaching environment for its subject's dynamic features. Under the direction of equality-oriented educational idea which was put forward in the third national educational meeting. We should attach more importance to health and look the PE teaching as the key of it. The paper definite the norm of PE and health teaching environment and so on by using the methods of questionnaires, consulting with experts, probing relevant materials comparing etc. The study based on building harmony society and used harmony development as academic basis. It studies the concrete environmental factors from psychology, physical respects and so on, so as to make the PE taking part in , psychology , PE skills etc come true. And establish the PE and health teaching environment system based on humane high-tech development and social science, content, feathers, functions of PE and health teaching environment. The study may fill the blank of the national circle, and enrich our national PE and health curriculum, and further offer academic basis for our PE curriculum reform. So it also can pave the way for teachers to cultivate student with exercising ideas, habit, real ability etc, and make the basis for life-long exercising outlook.
