The informationization of Higher Education is a gigantic project. From microcosmic point of view, it includes the construction of infrastructure, management system, teaching resources and talents team. From macrocosmic point of view, it involves the management, teaching and scientific research in higher education institution and society service. All these aspects make the informationization of higher education multidimensional. Therefore, we should research it as a whole, understand the intension and theoretical basis correctly. Then we can establish the evaluation index system and direct the practices of the informationization of higher education. The research use the theories from many subjects to analize the informationization of higher education and provide theoretical basis for it. In chapter 1, the research backgrounds and significances are explained, the research methods are also introduced. In chapter 2, it concerns the basic theory, including the basic intension, key elements and features. In chapter 3, it involves the current situation in China and other countries. The aim is to use the successful experiences for promoting the development in our country. In chapter 4, the research focuses on the problems in the development procedure and try to find the solutions. In chapter 5, the research discusses the evaluation for the informationization of higher education and how to establish the evaluation index system. In chapter 6, it predicts the development tendency and summarizes the whole article.In this research, the comparative analysis are used for the development in developed countries and China; the positivist analysis for the present conditions of the informationization of higher education in China. We analyze the development home and abroad and combines it with the conditions in our country. Then we finds the problems and solutions in the development of the informationization of higher education in China. Therefore, the research can be predictive and directive. Research conclusion: The informationization in China is still in the first period. Compared with the developed countries and areas, there are distinct disparities and many problems. We must use the successful experiences and find the solutions.
