Study On The Stimulus Mechanism Of The Higher Education's Innovation Subjects

The system of higher education innovation should be the most important subsystem of nation innovation system. The article analyses the arising background of higher education innovation's research, generalizes and comments about 300 articles' emphasis contents on the study of higher education innovation record in CNKI database from 1998 to 2004, discusses the actuality study state of higher education innovation, points that the systemically studies on higher education innovation's concept, connotation, essence, subjects, and motive factors etc. these basic problems were very scarce in former researches. Innovation subjects of higher education innovation is a premise and basic thesis in higher education innovation system. This paper defines the concept of the higher education innovation subjects, discusses the intension of innovation subjects, analyses the subjects of higher education who can be the innovation subjects, and presents that the governments, universities and teachers can be the innovation subjects of higher education, society and students because of lacking innovation power and capability can be only the influence factors in the higher education innovation activities. Among the innovation subjects of higher education exist the basic principal-agent relationship. This paper expatiates the foundation theoretical of the principal-agent with multi-angles, explains the reasons why the principal-agent relationship in higher education to be difficult to meet the premise hypothesis of common principal-agent relationship, especially analyses the drawbacks induced by the principal-agent relationship of higher education, and presents some advices in resolving the drawbacks associate with the national conditions. The governments and universities can be the innovation subjects of higher education. The principal-agent relationship which decides the operating mechanism among the governments and universities faces with double moral risk. The prize promotion system is an available method in resolving the client's moral risks and encouraging the agents to make great effort to work. Based on the prize promotion system, this paper designs the line of duty and the respect work inspiriting contracts between governments and universities, constructs a game of perfect information model, analyses the seeking rent game behaviors their choosy in different game stages, presents some advices in solving the backwards of the running mechanism between governments and universities, hopes for offering a certain theory rule in realizing the system innovation.
