The integration of industry and education is an important way for the reform and transformation of vocational colleges to promote the combination of local talent supply and industrial demand.The state has successively issued a series of relevant documents on the integration of industry and education,which not only establishes the important position of the integration of industry and education,but also points out the direction for the development of the integration of industry and education,but while the economic and social development of our country puts forward new requirements for vocational education,the development of the integration of industry and education still needs to overcome difficulties.Through the principal-agent theory to guide the practice of industry-education integration,we can optimize the principal-agent relationship in the industry-education integration,reduce the agency cost and expand the agency effect.Taking Changzhou City,which has a national influential vocational education development model,as an example,we can provide operational suggestions on the implementation path of industry-education integration,and explore a benign implementation path of industry-education integration to optimize the design of policy tools for industry-education integration.This study takes the "limited rational economic man hypothesis" as the research premise,based on the principal-agent theory,and uses the method of literary analysis to clarify the multi-layer principal-agent relationship among local governments,schools,and enterprises in the process of industry-education integration.this paper analyzes the current situation of industry-education integration in China and the consequences of principal-agent contradictions and conflicts in the process of development and analyzes the causes of contradictions and conflicts.Secondly,by using the method of case analysis and the combination of qualitative research and quantitative analysis,and with the help of the experience of Changzhou,this paper analyzes the current situation of industrial development and educational professional structure in Changzhou,interprets and analyzes the principal-agent relationship in the integration of industry and education in Changzhou,in order to draw lessons from its experience and practices,and provide path suggestions for the implementation of industry-education integration in our country.It is found that the three actors of local government,school,and enterprise form a dual principal-agent chain.The tripartite subjects in the dual principal-agent relationship lead to the problems of adverse selection and moral hazard because of information asymmetry and interest game.the reasons include the deviation of the utility goal between the local government and the school,the public welfare and profit conflict between the school and the enterprise,and the challenge of the policy effectiveness of the local government.In order to solve the problems in the complex principal-agent process of the integration of industry and education,the core is to reduce or even eliminate the information asymmetry,interest asymmetry,and the resulting incompatibility of incentives and constraints in the principal-agent.Therefore,in order to promote the further development of industry-education integration,this paper suggests that we should first establish and improve the information communication mechanism of industry-education integration,build a sharing and exchange platform for industry-education integration,and strengthen the supervision of the information exchange platform;secondly,local governments issue operational policy documents,improve policy supporting systems,and establish a responsibility-sharing mechanism.Finally,establish the incentive-restraint mechanism of industry-education integration,construct the supervision and evaluation mechanism of industry-education integration,the cost compensation mechanism for enterprises to participate in industry-education integration,and the accountability system of industry-education integration.
