With the development of education informalization and rural teleducation, it becomes a very important problem how to make a good use of the information technology and teleducation to promote the development of rural education. And the teacher training is the urgentest affair to the problem. By the way of consulting documents, questionnaires, on-the-spot investigation and discussing with others, this dissertation focus on all kinds of teacher training projects launched in rural area, and try to find out and analyze the problems such as the organization and management, training contents, evaluation system and guarantee measures in teacher training. The aim is to structure an efficient and reasonable teacher training system which is formed by three parts of province, county and school itself. This system should be suit measures to local conditions, and this system should be suitable for the teacher's learning patterns and can make a connection between training and teaching practice.Chapter One, as exordium, is all-round expatiated the research background, objects, the significance, methods and the research process in this dissertation. It indicated the momentous significance of structuring the three-ranked (province, county and village) teacher training system as rural teleducation.In chapter Two, it mainly indicates and analyzes teacher training problems in rural long-distance education. Taking some examples: first, the illogicalities between work and study rather extruded; second, it would be caused the inefficient training while we digress the training content from the teaching practice; third, most of the school leaders do not attach importance to teacher training; fourth, we lack of authentication to the training organizations and the teachers' qualification, so the training quality is hard to guarantee; fifth, the training lacks in continuity and innovativity; sixth, the modern education conception deviate from actual training system; seventh, we neglect that the object belongs to adult study; eighth, we lack of training on head teacher management; ninth, the assess of the training is not scientific.In chapter three, the dissertation firstly offer some researches on conception of the training management, management theory, management process and training organization, even its function, which structured the teacher training system of rural teleducation. And then by the research on the training principles and the structure oftraining contents, a method and a system of three-ranked training (province, county and village) was established. Third, by the element function, theory foundation, content, implement, procedure and common methods of evaluation of teachers training, we established the evaluation system of teachers training in rural teleducation.In chapter four, it point out that setting up the authentication system, developing the training capacity, reinforcing the control and evaluation system and financing it enough are the efficient measures for us to guarantee the teacher training in rural teleducation.And chapter five formed a conclusion which points out that the key points to success in rural teleducation and harmonic training mechanism and good training environment.
