In 2001 was issued and put into use all over the country. This means the beginning of a crucial reform concerning primary and high schools PE. With the application of the New Curriculum Standard (NCS), RE. teachers of primary and high school face some urgent problems: how to adapt to the form in the aspects of professional ethics, professional qualities and the mastering of NCS theories; among above mentioned three aspects how to find the one restricts the NCS most often in real practice; and how to find the root of problems.The thesis draws upon means of literature, interviews, questionnaire, data statistics and comparative analysis. Among them questionnaire is the most important one. The thesis collects and analyses the data coming from the questionnaire been handed out to the random sampling primary and high school teachers in four provinces.According to the questionnaire results, the author finds the following. Firstly, the prominent problem is that a certain amount of the primary and high school teachers don't keep their mind on their work and this must be influencing the implementation of the NCS. Secondly, for the teachers on the understanding and mastering of the NCS, the adaptation of the NCS aim system can be carried out more easily than mastering the basic ideas of NCS. Thirdly, on the teaching and the evaluating of the NCS, compared with the understanding and mastering of the NCS, the teacher can go through them less easily because they could not totally understand the change of the practical teaching of the NCS. Fourthly, on the adaptation to the NCS, the teachers' teaching and research are carried out more difficult than the mastering of the basic P.E. theory and movement skills. Fifthly comparing the RE. teachers' educational levels and professional titles, the author finds that concerning the adaptation to the NCS, the higher educational level the teachers owns, the lower professional titles they do. Sixthly, comparing different levels of schools, the degree of adaptation of junior middle schools, senior middle schools and primary schools goes down gradually, nottotally being consistent with levels of senior middle, junior middle and primary schools. Seventhly on the comparing the male teachers and female ones, there is no obvious difference. Last but not least, the NCS the teachers going through the questionnaire survey give some practical suggestions and ideas in accordance with their own qualifications and working environment.Through above questionnaire survey and study, it could be concluded that the general primary and high school P.E. teachers can adapt to the NCS; but in the aspects of teaching ethics, theory mastering as well as teaching and research, the teachers do not have enough self-confidence which should be improved; NCS itself is fresh for teachers and need to be improved in some ways, such as the difference of content and aims, the lack of teaching ways and evaluating ones. Therefore in order to adapt to the NCS better and let it play a more important role, we must strengthen the mental education of teaching ethics and customs and enhance theory and research qualities. In addition, the NCS must be perfected so as to let teachers master it more easily and work more efficiently.
