Today,the development of science and technology is rapid in world, and the international association is increasingly frequent, human resources has become the most important resources for every country naturally, the personnel’s quantity and quality will determine the power of the country’s economy and social development. In this situation, the competition for talent is increasingly fierce, It’s beneficial to the development of a country’s economy, society, organization and individual person through talents flow orderly and reasonable, but there is negative impact if the flow of talents is too frequent and disorderly.The core talents of a college must be persons who are provided with great attainments, creative ability of high-quality,and irreplaceable talent in their particular subject of a university. They play a significant role in teaching, research and academic development. It is the core competitiveness of the development in the universities,and the quantity and quality of them directly determine the college’s competitive position and the survival of the school, therefore, they are also the focus of large universities talent introduction. However, a large number of them are flowed to developed areas in our country. It is resulting in a serious phenomenon that is shortage of Midwest Talents, and it is increasingly becoming the bottleneck of the stable development in the western colleges and universities.The reasons of the core brains flow to the developed are complex, they at least include environmental impact of both international and domestic and regional environmental impact, even more the personal reasons of core personnel central in western universities. Therefore, how to solve the loss of a large number of core talents in western universities, there should be multi-pronged approach. First of all we must introduce the talent by scientific method, and we have to avoid the introduction of talent produce the mind of leaving the in the short term. Secondly, we should establish and improve the assessment mechanism of the core talent, and we should develop a reasonable effective pay system, in order to motivate the core personnel. Thirdly, we should help the core personnel design career planning, our aim is trying to meet the needs of self-realization of the core talent. Fourthly, the college should create a pleasant working environment and a relaxed academic atmosphere truly academic freedom for the core talent. Fifthly, appling public relations to raise the university’s own image, in order to enhance the attractiveness of internal cohesion and external. Finally, the state and local governments and key institutions of the developed areas should give a lot of support and help in central and western development process, thus narrowing the gap between the regional colleges and universities. If these measures carry out,it will promote the core problem of talent drain that was showed in the a western colleges and universities to solve better.
