The vocational training of transferring fanners is the trainings for farmers transferring from agriculture to other industries, including non-agricultural technical trainings and qualification trainings organized by government, school, enterprise and community. The vocational training of transfem'ng farmers is important measures to improve farmer quality and strengthen employment capacity of farmer; is important resolution to increase farmer's income and resolve problems of "agriculture, countryside and farmer"; and is important mark to accelerate urbanization, promote coordinate development of national economy and society progress.Passing through the investigation for current situation of farmer's vocational training, we found that the vocational training for transfening farmers has the following problems, such as deficient effective demand, short supply and other systematical problems.In view of the above questions, we utilize relevant knowledge of human capital theory, public administration and educational economics and take Hengyang City as example, which is the experimental unit of vocational training for surplus labors in countryside established by the Agriculture Ministry, to analyze the cause of restricting development of vocational training for transferring farmers discuss the construction of management system for vocational training of farmer and supply feasible policy suggestions for government leading the vocational training for transferring farmers Passing through investigation, compare and analysis, this paper has reached to the following conclusion:First, The vocational training of transfening farmers has great economic benefits and social benefits, so it should be listed in the category of governmental public administration and service because of obvious "outside" effect.Second, Because the vocational training for transferring farmers has problems of deficient effective demand and short supply, government should execute effective management and guidance.Third, The main causes to restrict development of vocational training for transferring fanners has the following problems, such as no effective governmental management and evaluation, farmers fear for risk, with low paying capacity, enterprise has low enthusiasm for investment, backward training ways and means, disconnection of training and employment and other systematical problems.Fourth, Government strengthening management and service is effective ways to promote development of vocational training for transferring farmers Through governmental propaganda, policy "promotion", service "actuation" and order sheet "drive", the training consciousness and enthusiasm for social participation of farmers can be improved.Policy Suggestions:In view of the above problems in management and service of vocational training for transfening farmers , it is necessary to establish perfect management system of government for leading vocational training for farmer transfening skills, to determine functions of management organization, strengthen management and service, establish evaluation mechanism, reform fund procurement and distribution system, improve ways and means of training, perfect relevant construction of matching system and promote the development of vocational training for transferring farmers...
