Taken the ultimate of the Rational Choice Theory, the Path Dependence Theory and the Political Culture Theory as a framework and based on the investigation in Beisuzha village Hebei province, the thesis analyses the state of the political participation of rural people, the factors affecting the political participation of rural people, and the operational mechanism of the political participation of rural people, then points out the orderly political condition in which people in north China participate in .The study indicates that the characteristics of political participation of people in north China mainly lie in the following: Firstly, the extent of villagers' political election is high, but villagers just participate in a small scale and not deeply and widely participation. Secondly, the extents of participating in decision-making and management of public affairs are limited. Thirdly, villagers lack enough supervision on villager leaders and haven't realized the importance of supervision in village self-governance. Finally, villagers' activeness in participating are high, but most people pay little attention on the whole community's development, aim only to their own.The factor affecting participation extend consist in the following: First, the characteristics of different participate part is different, such as economic condition, education, gender and age. Second, the social structure and economic structure of community are one important factor, especially institution supply. Third, social political structure and public power structure are most important factor in affecting participate extent. Finally, the political culture is another factor.The thesis points out the following counter measures are necessary to form an orderly political participation of people in north China. For one thing, a proper institution about democracy in rural areas must be established and brought into effect. For another, rural economy, especially collective economy must be developed. Besides, the cultural quality of rural people must be improved to cultivate modern political culture. Finally, the political culture in rural areas must be improved to broaden extension of village self-governance.
