Since the 19 th National Congress of the Communist Party of China was held,the central government proposed a new pattern of social governance,demanding that the center of social governance gradually shift to the grassroots level.As the basic unit of social governance and development in our country,community development is inseparable from social development.Community governance is an important task of grassroots work,and community residents are regarded as the most important participants and occupy the dominant position in community governance.The degree of urban community residents’ participation in governance is positively related to the development of the country and the progress of social civilization.Therefore,studying how to promote residents’ participation is of great significance to the development of a community governance pattern of “co-construction,co-governance and sharing”.This study conducted a literature review of the current status of community governance and residents’ participation at home and abroad,and found that domestic research on the action strategies of social work based on local experience to promote residents’ participation is still lacking.Therefore,based on the author’s four-month internship experience at the Social Worker Service Station in the eastern part of C Town,Guangzhou City,the “Guarding Green Water and Clear Waves” River Governing Project(hereinafter referred to as the River Governing Project)at the social worker station is a typical case.The case study method is used to analyze the watershed management project in depth.This research uses rational choice theory as a theoretical perspective to analyze social workers’ intervention strategies for community mobilization from three levels: micro,meso and macro.The study found that government functional departments,enterprises and institutions,social organizations,social groups,and community residents are all community participants that can be linked by social workers.At the micro level,social workers use the common interests of the community as a lever to awaken the residents’ sense of community responsibility,build trust to promote residents to initiate actions,and use resource support to ensure residents’ continuous participation;at the meso level,social workers work with government departments Conduct social exchanges,promote the extensive participation of official forces in community governance,use the authoritative relationship of the party organization to attract party members to become a firm force in community governance,and use social networks to attract diverse subjects to participate in community affairs;at the macro level,social workers take the lead in formulating multiple linkages The cooperation mechanism is to regulate and provide guidance for the responsibilities of multiple subjects participating in community governance,and actively link with legal person actors to promote the transformation of scattered individual participation behaviors to organized participation behaviors.On this basis,this research puts forward an optimization strategy based on the principle of action based on interest needs,mutually beneficial cooperation and institutional requirements,forming an action strategy framework that runs through the micro,meso,and macro levels based on rational choice to promote residents’ participation.
