From Totalism To Post-totalism

Along with the reform of Chinese economical system and social management system, China sets out to construct urban community and has made great progress. However, the construct of Chinese urban community is facing many predicaments because of the inner self-contradiction of management system of Chinese urban community, which seriously obstructed the healthy development of Chinese urban community. The writer analyzes the management system of Chinese urban community in order to find the proper way of the management of Chinese urban community, which will boost the health development of Chinese urban community and social harmonious and stabilization.The main content of this thesis consists of four parts. Part one is concerning about the totalism in the management mode of urban community. Firstly, after analyzed the management system of urban community under the traditional planned economic system, namely " Unit system" and " Jie-ju System ", the writer points out that its omnipotent essence convexly incarnates the status and role which government can freely intervene the economical, political and social lives of people, and reflects that the temporal government has no the community consciousness and the ability of managing modern community as same as the urban inhabitants. Secondly, the author points out that along with the reform propulsion of Chinese economic system and the establishment of the market economical system, unit system is gradually heading for the disintegration, the position and function of urban grass-root community is highlighting, which causes the construction of Chinese urban community rising. Thirdly, after discussing how to build their management system for urban communites, the text shows up that the current management system of Chinese urban community still has the obviouscolor of the administrative totalism.The writer discusses the post-totalism in the management mode of Chinese community from three aspects in the second part of the text. One is to discuss the forming logic of urban community management. Along with the social transform and the midwifery of the autonomic factor of modern community, the management of Chinese urban community should gradually transform from totalism to post-totalism. It requires gradually to break the administrative totalism, to changethe function of administration and to realize community autonomy of urban community. One is to post the characters of urban community. The dual functions of the post-totalism of urban community require breaking the administrative totalism, changing the function of administration and realizing the autonomy community of urban community. The various characters of the community with post-totalism mean they are not regular or uniform for the community management. Finally, it is concerning about the classifying of the management mode of urban community. Based on the dual logic of the development of urban community management, the management mode of urban community display the compounding character of two plus three. This compounding body includes four mode, namely the mode under government predominating and the mode with government authorizing, or the mode under government predominating, the mode of community autonomy and the mix mode according to the actual conditions of the construction of Chinese urban community.The third part of the text is to discuss internal structure of urban community with post-totalism.
