Our Country's Urban Community Management Mode Research

As our country's economic restructuring and social management system reforming unceasingly thoroughly, the original social management and service function which are monopolized by the government and the Enterprises and institutions starts to split up and to get back to the society and the community gradually, the social members'original"the unit person"attribute gradually transforms into"the social person", the community shows unique status, value and function day after day in the reform and opening-up and the modernization process, our country's city community construction also starts to sprout and develop vigorously. Derived from the mid-80s, our country started to explore the new urban community management mode specially in the 90s.After the 17th national congress of the communist party of China, the community construction is promoted to the unprecedented altitude. How to strengthen the urban community management effectively and impel the urban community construction is the question which is closely paid attention to and attempted to solve by all levels of the government and the theorists in recent years. However, when our country's community management movement is just in the positive exploration time, when community construction and management system initially obviously takes effect, we find our country's new urban community management model is facing a series of difficulties, namely straightening out the relations between government, market and community, transforming government function, developing society intermediary organizations, and turning back to community autonomous function in a dilemma, thus our country's urban community development has hindered seriously. Under the advanced domestic and foreign theories, This article has referred the experience and characteristic from overseas typical urban community management mode, generally analyzed several kinds of current community management innovation system in experiment, and finally chosen the community autonomy as our country's urban community management development's goal mode combining our country's actual condition and social development tendency.
